Local Content: Brazilian Piping Suppliers — Seamless, Welded, Spools and Flexibles

Executive summary. "Piping" in an FPSO local content plan is really four different products with four different supplier bases. Vallourec makes seamless pipe in Minas Gerais (600,000 t/yr at Jeceaba alone, exclusively for oil & gas) and just won 130 km / 15,000 t for Sépia 2. Tenaris Confab makes welded line pipe in São Paulo (550,000 t/yr) and coats it locally — 112 km for Búzios 11. EBSE (and its ES3 spool joint venture) prefabricates process piping spools in Rio de Janeiro. TechnipFMC makes flexible risers and flowlines at Porto do Açu. Treating all four as one "piping" line in a bid is how local content gets overestimated.

Two mills of similar scale making different products — seamless and welded pipe aren't substitutes, so these capacities don't add up to one pool.

What this means for a local content plan

The two large mills (Vallourec, Confab) mostly serve the subsea and wells side of a field development, which is usually contracted separately from the FPSO itself. Inside the FPSO, piping local content comes mainly from spool prefabrication — EBSE/ES3-type work — and from the pipe that integration yards install on the Brazilian modules. A bid that counts Brazil's big pipe mills toward the FPSO's own local content is usually counting the wrong contract.
